The sets represent the characters. and since the sets suck. The Toas must suck.

I've never thought the sets represent the characters, I've seen good characters with sucky sets, and sucky characters with good sets.

Yeah but the sets are a big part of them you know. Kopaka without a shield and sword doesn't seem like Kopaka anymore.
